solution home » services » solution In-Rem Review Board HearingThe In Rem Review Board is composed of (5) five members each of whom shall be a City resident. Each member is nominated by the Mayor and confirmed by the Council. The In Rem Board hearings are held the (4th) fourth Thursdays each month (pending there is a required quorum which is at least 3 members of the board and holiday schedule). Prior to the hearing, several actions must take place. The owner or parties in interest must be notified though a newspaper advertisement, filing a Lis pendes, and notice send to each owner. Photos are taken of the entire property. Inspection forms are complied as well as an agenda which is sent to the board members as well as the managers/supervisors and council member. The day of the hearing there are signing sheets for every person in attendance. The Board Chair call the hearing to order, and all witnessing person are sworn in. The Board Chairman call the agenda and the City presents its evidence for each property. The Board then votes on whether the property can be demolished or clean and closed.
