The Department of City Planning (DCP) offers a range of online and virtual solutions for all your application and permitting needs. As of early 2020, all OZD services shifted to digital platforms. An application for a Special Administrative Permit (SAP) must be submitted when proposing a new cell tower, expanding the ground compound size, or expanding the cell tower height beyond 70 feet (link to DCP forms and applications below).
Submission of a Review for Cell Tower Collocations application is required when proposing a cell tower colocation or other modification that does not increase in the cell tower height or the ground compound size (link to DCP forms and applications below).
