It is the duty of all occupants, owners of property and owners of vacant property, to keep the sidewalk area clean.  

Sweeping, scraping, cutting of grass or weeds, watering, pruning and maintaining planted material and planters may be necessary to keep the area clean, passable, and comfortable.
