A vacant lot that is located within the City of Atlanta is required by city ordinance to remain neat in appearance and clean cut.  Accumulation of junk and trash on the lot, or any overgrowth of bushes and weeds should not exist. If you notice that a lot is in violation of this code, then Code Enforcement will inspect the vacant lot and notify the property owner of the findings.
