When requesting photographs, entities other than law enforcement agencies must submit an open records request to the Atlanta Police Department (APD) Open Records Unit. An invoice with the estimated cost will be forwarded to the requester for approval before APD incurs any costs.

Photos may be exempt from open records for the following reasons: 

• Photographs pertaining to open investigations or prosecutions.
• Photographs that would reveal the identity of a confidential source, the existence of confidential surveillance or investigation, or material that would endanger the life or physical safety of someone.
• Photographs identifying certain categories of victims/crimes.
