The City’s Right of Way Mobile Food/Retail Cart Vending Program is designed to allow vendors opportunities to vend from carts or other mobile vending units from the City’s sidewalks. Vending items may include non-alcoholic food/beverages, sports memorabilia, seasonal merchandise, flowers, basic travel supplies, and non-explicit publications that conform to the City’s vending policy. Locations specifically designated as “food cart locations” may also vend prepared food and beverages. 
 
All available cart locations are granted through a public lottery, which is held annually in March. Vendors or their designee must be present at the lottery to be eligible to win a vending location. During each lottery event, a vendor is randomly selected, along with five (5) alternative vendors, and given a choice of available locations. No single vendor is eligible to be awarded more than 10% of the total allowable vending locations. After the lottery concludes, locations that remain open will be held for the following vending permit year. Location awards are contingent on vendors completing all aspects of the permit process, in the allotted time. Vendors that fail to supply their entire application (including annual renewals) will forfeit their awarded vending location(s).
