The Housing Opportunities for Persons with AIDS (HOPWA) Program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. The HOPWA program, run by the U.S. Department of Housing and Urban Development (HUD), provides housing assistance and support services to low-income individuals and families living with HIV/AIDS. The goal is to prevent homelessness and improve their quality of life by providing housing and the support needed to live healthier, more stable lives.

 Permanent Housing Placement (PHP) assists individuals and families living with HIV/AIDS in securing stable, long-term housing. PHP helps you find and move into permanent housing. It covers various costs associated with securing a new home, ensuring you have a safe and stable place to live through the following assistance:

  • Security Deposits - Helps pay for the security deposit required to move into a new rental home.
  • First Month's Rent - Assists with covering the first month's rent, making it easier to transition into new housing.
  • Application Fees - Can cover costs related to housing applications and credit checks.
  • Utility Deposits - Can cover costs required upfront when establishing a new account with a utility company, such as for electricity, gas or water.

A case manager can help you navigate the rental market, complete applications, and negotiate lease terms. PHP focuses on long-term stability rather than ongoing rental assistance, ensures you have a permanent place to live reducing the risk of homelessness, and provides a foundation for you to focus on your health, work, and other important areas of your life.

Stable housing is crucial for managing your health, especially when living with HIV/AIDS. Once approved, PHP funds will be provided to cover security and/or utility deposits, first month's rent, and application fees. Your case manager will help ensure all payments are made directly to the landlord or relevant parties.
