The Housing Opportunities for Persons with AIDS (HOPWA) Program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. The HOPWA program, run by the U.S. Department of Housing and Urban Development (HUD), provides housing assistance and support services to low-income individuals and families living with HIV/AIDS. The goal is to prevent homelessness and improve their quality of life by providing housing and the support needed to live healthier, more stable lives. Short-Term, Rent, Mortgage, and Utility (STRMU) Assistance is Temporary financial assistance to help cover rent, mortgage, and utility costs, preventing homeless during periods of financial crisis.

STRMU support is designed to prevent homelessness and ensure that you remain in stable housing while dealing with financial hardships. STRMU offers short-term assistance, typically up to 21 weeks within a 52-week period through the following:

  • Assistance covering rent, mortgage payments, and utility bills.
  • Prevent eviction, foreclosure, and utility shut offs during periods of financial instability.
  • Ensure a safe, stable place to live while managing your health.

Assistance can provide a peace of mind, allowing you to focus on your health and other important aspects of your life. Stable housing is crucial for maintaining your health, especially when living with HIV/AIDS. Assistance is tailored to your specific needs, whether its covering rent, mortgage, or utility payments. Your income, housing situation, and financial hardship will be assessed to determine eligibility.

 

Additional information has been provided below to help you better understand the HOPWA referral process:

  • Referral Submission
  • Your information will be forwarded to the HOPWA Central Intake team at the Department of Grants and Community Development (DGCD).
  • Referral Processing
  • DGCD does not provide direct services. Instead, our team processes your referral and securely shares it with HOPWA partner agencies responsible for outreach and service delivery.
  • Contact Process
  • You will not receive a direct call from DGCD staff. Once your name reaches the top of the waiting list, a representative from one of our partner agencies will contact you.
  • Waiting List
  • There is currently a waiting list for HOPWA services. Your placement is determined by the date of your initial referral.
  • Multiple Referrals
  • Calling multiple times will not change your position on the list. Each call may generate a new referral entry, but this will not affect your original placement.
  • Processing Time
  • Please allow up to five (5) business days for your referral to be processed and shared with our partner agencies. We appreciate your patience and understanding as we work with our partners to connect you to the support you need.
